About the Role

We are seeking a highly experienced and results-oriented Program Manager to lead the execution of IT Information Systems requirements for a significant Federal software contract. This pivotal role will ensure the successful delivery of all IT systems components, from initial requirements gathering through deployment and ongoing operations, adhering strictly to Federal regulations, security protocols, and contractual obligations. You will be instrumental in bridging the gap between technical teams, contract stakeholders, and Federal agency representatives, translating complex contractual requirements into actionable IT system deliverables while managing cross-functional teams. The ideal candidate will possess deep expertise in Federal contracting, IT program management, and a strong understanding of government IT security standards.

What You Will Do

  • Lead the planning, execution, and delivery of all IT Information Systems requirements as defined by the Federal software contract.
  • Translate complex Federal contract requirements and agency needs into detailed IT system specifications, project plans, and deliverables.
  • Collaborate with external vendors and partners to translate Federal contract requirements into clear, executable technical specifications and ensure their accurate implementation and ongoing updates.
  • Ensure all IT systems development, deployment, and operational activities comply with Federal regulations, security mandates (e.g., FISMA, NIST RMF), and contractual obligations.
  • Manage the full lifecycle of IT system projects, from initiation and planning to execution, monitoring, control, and closure.
  • Serve as the primary point of contact for IT Info Systems matters with Federal agency representatives, prime contractors, external vendors, and internal stakeholders.
  • Facilitate regular communication and reporting to all stakeholders, providing transparent updates on project status, risks, and mitigation strategies.
  • Collaborate closely with Security, Legal, Compliance, and other internal teams to ensure all IT systems meet regulatory and contractual standards.
  • Manage expectations and gain alignment across diverse groups with potentially conflicting priorities.
  • Establish and maintain robust program governance structures, including clear roles, responsibilities, and decision-making processes for IT Info Systems.
  • Proactively identify, assess, and mitigate risks related to IT system delivery, security, and compliance under the Federal contract.
  • Implement and oversee quality assurance processes to ensure the integrity and performance of all delivered IT systems.
  • Manage program budgets, resources, and timelines effectively to ensure on-time and within-budget delivery.

  

What You Will Need

  • 10+ years of experience in program management with a proven track record in leading complex IT programs within the Federal contracting space.
  • Deep understanding of Federal contracting processes, acquisition lifecycles, and government IT security frameworks (e.g., FISMA, NIST).
  • Strong grasp of IT information systems, software development lifecycles, infrastructure, and cloud technologies relevant to Federal environments.
  • Proven ability to work closely with external software and IT service vendors to define technical requirements ensuring alignment with contractual obligations.
  • Demonstrated ability to analyze complex problems and implement effective solutions in a highly regulated environment.
  • Exceptional ability to build relationships with diverse stakeholders including Federal clients and senior leadership.
  • Superb written and verbal communication skills for articulating complex concepts clearly to both technical and non-technical audiences.
  • Ability to thrive in a dynamic environment with multiple competing priorities.
  • Bachelor's degree in Computer Science, Information Systems, Engineering or a related field.
  • PMP or PgMP certification is a plus; relevant Federal IT certifications (e.g., CISSP or CISM) are highly desirable.

 

This is the pay range that Magnit reasonably expects to pay for this position: $80.36/hour - $107.14/hour
